Overview
Since 2009, the Community Preservation Act, or CPA, has contributed over $15 million towards projects in Stoughton -- made possible by Stoughton's taxpayers. And having the CPA is also the reason Stoughton has received over $3.2 million in state CPA funds.
The Community Preservation Act was created by the Massachusetts Legislature as a way to provide cities and towns with the means to improve their quality of life, in a manner that might not otherwise be possible through existing budgets. Stoughton's CPA Fund is funded by the local CPA surtax, augmented by a yearly subsidy from designated state funds. The Act requires that CPA funds be used only for the purposes of Open Space, Historic Preservation, Recreation and Community Housing. The Community Preservation Committee (CPC) was created by vote of Town Meeting to make recommendations to Town Meeting for the specific use of the CPA funds and to oversee the proper application of those funds for projects approved by Town Meeting. The procedure for submitting applications for new project funding can be found at "CPA Fund Application Forms". That link will take you to a page with forms for submission, and guidelines for your own use, including the Timeline for Applicants and the Applicant's Checklist. You will also find links on that same page to key Town of Stoughton planning documents, such as the Community Preservation Plan and the Open Space and Recreation Plan, that your application may need to refer to. Please be sure to read the entire Applicant's Checklist before submitting an application.
The committee's regular monthly meeting is generally held on the first Wednesday of the month at 7:00 pm. Additional meetings also may be held, as necessary. See the CPA Calendar.
